Default Humidity

Hey guys,
So basically I live in dry and cold place during the winter months....if you guessed Canada you are right.
Our environment is extremely dry and our winter days can get to -35C or colder.
Obviously I'm not able to have my budgies outside, but I'm wondering about humidity levels in my house and if low levels affect my birds health?
I've looked on the Internet and read they should be kept in 40% and other sites say 60%.
I've also read that humidifiers can b bad for a budgies health.
I got a humidity meter and it says I have 20% humidity in the room my budgies are in.
Is that ok? Any info would be greats
