You are not incompetent in the least -- you are simply experiencing the feelings every person goes through when they are adjusting to having budgies for the first time.

Everything you've described your budgies as doing is perfectly normal budgie behavior.

The first step in training and bonding is to establish trust and that does simply take time and patience.

When you give in to your budgies screaming you are giving them positive reinforcement for their behavior.
In essence, they are training YOU to respond to their screaming by giving them what they want.

Have your budgies had a well-birdie checkup with thei Avian Vet yet? If not, I'd take them in and s/he can determine if their nails need to be trimmed at that time. Additionally, s/he will be able to establish a baseline for your budgies' health in case there are any medical issues or emergencies that must be dealt with in the future.
