The term English Budgie really doesn't mean anything. Originally it would have referred to show budgies brought over from England to other countries to distinguish them from the local show budgies - because the English ones were further advanced in the show arena.

But now those birds have been incorporated into the local birds and so English is simply used sometimes instead of show or exhibition budgie. Technically you could say any budgie in England is english...

So, if you want to be really accurate you could say that any bird bred specifically for showing is an English budgie, but they are the same species, breed etc as a pet budgie. As Aluz said your bird looks like at some point a show budgie was in his genes, but there is likely just as much pet budgie there too.

So just go with what you like!
