Hello , try not to stress too much as your budgie will pick up on your stress and become upset and anxious .
Cover your budgies cage on three side with a blanket, You can place the cage in the bathroom and run the hot tap to make steam, this helps clear airways. Also you can make a tent over the cage and use a kettle place a couple of drops of eucalyptus oil in the water this helps also.
What are your budgies droppings like, is your budgie eating and drinking normally? Try these few things and please let us know how things are going soon.

By the look of him in your video he seems to be adjusting his balance as a lot of budgies do, one of my birds do this and he is perfectly healthy. can you hear any noise when he is breathing, or is his breathing rather rapid? these are signs of respiratory stress.
