Fully white budgies (or other fully white birds for that matter) will naturally get their feathers dirty more easily.
Back when I had albino budgies, I would use a spray bottle and mist them with lukewarm water in order for the dirtier feathers to look better.
Also keeping the cage super clean and the place they hang out during out of cage time clean also helps, but somehow they always manage to get their feathers a bit dirty and with stains around the cheeks especially after eating their veggies.

Your budgie's feathers look good to me on that pic.
