AWH what a cutie I now understand what you mean, even my green budgie s do this when wet! The feathers go a dark grey brown colour that is normal.
When birds are involved in oil spills and environmental disasters they actually wash them with Dawn dish washing liquid, I am not personally aware of this brand either.
I think ypour sweet budgie is fine.
