Spray with dishwasher soap mixed with water could make your budgie's eyes get irritated, not to mention the possibility of ingestion of the diswashing product during the spray and while preening the wet feathers.

I'd say accept your budgie the way he/she is, even if the feathers are not 100% white. And if you are concerned about the cleanliness, just keep everything super clean and give your budgie white mineral blocks, calcium, etc. Do not use the coloured ones.
