I'm sorry you lost your budgies but I'm sure you have taken lessons from this tragic accidents.

I only ever have my window open on the latch when my budgies are out and that is because there is no chance they could get out with it on a latch, but I usually fully close the window as it's approaching cooler weather.
I'd also say to make sure your budgie is in it's cage if you're not going to be around to supervise, especially as there is a cat in the house who is very much a predator to a pet budgie.
