One of my boys, Jay, had this problem when he first came into season.

I only allowed him to interact with his cage mate during this time for the harmony to remain with the others. I don't think it's fair for them to have to constantly fly away from an over excited male budgie. Jay soon calmed down and is allowed out with his other budgie friends when I allow the flock to socialise together, under my supervision.
