There are different levels of tameness depending on how strong the bond is with a given pet bird. The way I see it, there are 3 main levels: "finger tamed", "tamed/fairly tamed" and then there is "super tamed".

You can see your budgie loves you and is very closely bonded to you when he gets all excited and chirpy the moment he hears your footsteps as you are about to enter the room he is in. You see clear signs on the budgie's body language where he will immediately move closer to you when you approach the cage and when he genuinely wants to play/interact with you.
The budgie will sing in happiness and head bob when you are close to him giving him attention, he can also preen your fingers, face, etc.

As for your budgie wanting to perch high up, this is a common trait found in budgies and part of their built in natural defence mechanism.
Finding a higher place to perch gives them the sense of security, they are able to have a better view over the area and to more easily spot a potential predator.
