Would you post full frontal pictures of your budgies' ceres taken in natural light? It is difficult to determine if you are correct about their genders from the pictures posted.
It appears Temmie is younger than Punyama.
It is perfectly normal for one budgie to be more dependent than the other as each budgie has his/her own unique personality.
Some budgies are independent and brave whereas others are most comfortable when they are following the other's lead.
