I'm not seeing anything abnormal about the fallen feathers in the pictures.
The one on the first link appears to have been clipped short. The feather was not a new one, nor was it growing.
The same goes for the fallen feather on the second pic.
This looks very much like a normal moult. On the last picture, your budgie's overall feather condition seems to be good.
Budgies can moult in sections and it's possible that yours is currently in the process of moulting the flight feathers.
