The cage you currently have Charlie in, 24x14x25 is only 8,400 cubic inches.
That cage will not large enough for two budgies.

The minimum recommended size for two budgies would be 30"x18"x18" which comes to 9,720 cubic inches

The bigger cage you have at 24"x19"x26" is 11,856 cubic inches which would be adequate for the two budgies.

The fact that the cage doesn't have horizontal bars really shouldn't be an issue unless one of your birds is handicapped.
None of my cages have horizontal bars and all nine budgies get around in them with no problems whatsoever.

Budgies can hop from perch to perch, flutter from one perch to another and/or use their beak to assist them in climbing.

I have the Prevue Hendryx F040 and F050 flight cages for my birds.
Two budgies are in an F040 cage and the other seven are in the F050.
