Why do you need to go with a cool-mist humidifier?

A warm mist one is what you want to use with budgies.

I can't advise you on using Avi-Clean in a humidifier to clean it. That isn't something I would try to do.
I also would not recommend trying to clean the filters.
To my knowledge, any filter should simply be replaced when necessary.
