The white specks may be areas that were damaged by the scaly mites. As the beak grows out, those areas will disappear.

Be very careful when you put olive oil on Toby's beak and cere that you don't get any into his nares.

After the ivermectin treatment you did today, you should not do any more.

Toby is looking good now.

Be sure you do a very deep clean of his cage, toys, perches, food and water dishes and all areas he frequents to ensure any residual mites have been eradicated.
