Thank you both! I found an avian specialist, unfortunately just over the phone, they're in Arizona. I ran through ALL of his symptoms, poop, medicine tried, literally everything, and he landed, basically without a doubt, on air sac mites.

He suggested Ivermectin and Baytril. He said to give the Ivermectin on the first day, skip 14 days and dose again. Starting on the second day, the Baytril for 5-7 days, although he suggested 10. But being that he hasn't actually seen Perry, I think I would bet closer to 7. He hasn't seen him so he can't know Perry's exact condition.

Has anyone used the Ivermectin before? The research we've done has come up that it's really easy to overdose and kill small birds. I just want to make sure I'm doing right by Perry.
