Sandpaper perch covers should never be used with budgies. They can easily cause pressure sores which can quickly develop into bumblefoot.

Pressure Sores

Please remove the sandpaper covers right away. If you must have a perch to help with the toenails, then a "comfort perch" is the option to choose. As you can see from the picture in the link below, the perch has a smooth surface for the foot to rest on and then a pumice area where the toenails grip.
