I would say no - it's huge, and is meant for big parrots. Small birds could get hurt on all the pieces, but more importantly, the materials it's made of aren't safe for any bird

Although many places sell bird toys made with cotton rope and other types of "all natural" threads and cloth material, it can be very dangerous to have these on toys. Birds love to chew and if they accidentally ingest any piece of the fabric or rope they can't break it down and it could be fatal. Additionally, their legs and claws could easily get caught on it.

Finches tend to like swing toys, if you need ideas!
