Default Charlie is biting

Charlie was always happy to hop onto my finger when I put it in the cage but now he bites me, and I mean really bites hard and means it. I just walk away and ignore it because he regurgitates afterwards and that's bad behaviour right?
He is moulting so could it be to do with that? He has a head full of pins. Sadly he doesn't seem to like to be out of his cage anymore either.

Will this phase pass?

The moult will explain your Charlie's current moodiness, yes. And during this time, it's advisable that you read his body language and only invite him out by offering your finger when you notice that he his in a better mood and truly receptive to your interactions.
The hard biting is his way of showing disapproval. As to the regurgitation, that's not linked to bad behaviour, in fact budgies regurgitate food to show affection and to feed their mates and chicks.

You can help your budgie during this time by offering him foods rich in protein, such as egg food as this will help your budgie in coping with the energy levels lost in the moult and it will also promote healthy feather growth. You can buy ready-made egg food at any specialized pet store or make your own by hard boiling an egg and mashing it all up. You can also add some finely chopped up veggies and sprinkle a few flax seeds and Niger seeds to the mix. These seeds are also good for moulting birds.

To help with the itch and general discomfort from the moult, you can offer your Charlie a bath, by placing a shallow dish of water for him.
Some budgies will also like to bathe on a dripping wet leafy green, so you can give that a try too.

I agree completely, my little girl is very pleasant and sweet most days but when she has a moult going on, she prefers to stay inside her cage and sleep. If she does come out, I usually just leave her to her own devices, because more often than not, she bites pretty hard when she's "preening" me

I hope Charlie gets though his moult soon! I'm sure his new feathers will be gorgeous

Thank you for your replies-i did suspect his moulting has a lot to do with his current behaviour. He climbs on to my finger if there a piece of millet there and we just let him sit on the fireplace looking around-he goes back into his cage himself when he's ready.

It feels like mixed signals with his biting and regurgitating though? It's as if he's saying I hate you but I love you lol.

Regurgitation is mostly directed at the budgie's object of affection, be it a beloved toy, their favourite human or a same species mate (also for feeding purposes when raising young).
Before the regurgitation happens, there is at least a little bit of courting involved, like some kissing, head bobbing and happy singing.

If Charlie does the regurgitating motions out of the blue (without a context), he could be adjusting his crop. If a few seeds are brought up, he could be having a little issue with seed digestion (similar to acid reflux in humans).
If you notice this more often and Charlie seems to be a bit off, then booking him an appointment at the avian vet to have his crop checked would be a good idea.

Charle does a different thing to,the regurgitation movement when I think he's adjusting his crop-he keeps opening his beak wide and leaning forwards but when he regurgitates he moves his head back and forth and we have seen seeds come up. Its really odd that he sometimes does it straight after biting. He also regurgitates when you talk to him softly so it's clear that its a sign of affection from him but confusing as to why he does it after biting.
