Your Monty is certainly very trusting of you and the bond you have seems to be quite strong from your description.
Budgies in general aren't very keen on being petted and while some budgies can accept some form of petting (especially when very young) this is something they will usually outgrow as they mature and become more independent.
Depending on personality, some adult budgies can accept a little petting via head scratches, but this is only done on their own terms.
They are usually more receptive to the head scratches when moulting and when they don't have a same species companion to help with the itchy pinnies.
It's not advisable to try to pet a budgie against their will as that can in fact have a negative impact on the already established bond and cause a setback.
Respecting the safe boundaries set by the bird is very important.
When a given pet bird is receptive to being petted, as a general rule it's best to avoid the back, especially the lower back area because that can trigger breeding behaviour.
