Females definitely have the potential to talk. Some people say they are less likely to talk than males. Whether or not this is true is debatable, however it is definitely possible for a female budgie to talk. If you post a picture of your bird, I may be able to tell you it's gender

Both genders of budgies can talk and your budgie is definitely a female.

What is your little cutie's name?

Oh they most definitely can! I've a boy and a girl; my Lemon talks just as much as my Sweetie does. They use bird words and human words both with the humans in our family and each other
That being said, it varies bird to bird. Lots of boy budgies don't learn human words. In my personal experience the more you talk (especially if you use the same phrases over and over) the more likely your budgie is to pick up human words. Try to keep the bird cage in the room people most like to spend time in (for most that's the living room). Even if you aren't directly interacting with your bébé they will learn at the very least human speech is part of the language of the household.
