Smile Gentle Biting?

Since I recently got my budgies about a month ago, my budgie Chub warmed up to me in about a week and I now carry him all over the house when I am home. My other budgie Winter, however, seems to be taking a little longer which is fine. The strange thing is though, when I put my hand in to attempt an interaction with Winter, she bites my fingernail, but it isn't exactly painful I would say? She then proceeds to crawl on my hand and nibble all over it not gently, yet not a real bite at the same time. I would say it is more of a firm bite and she firmly bites all over my hand as well as my knuckles and fingernails for about five minutes and then crawls back onto the perch. Any insight as to what this behavior means would be great since she doesn't seem fearful as her body language seems more relaxed, and her bites have never left indentations or drawn blood?? Thanks!

If the bites were very gentle then I'd say she was "preening" you.
However, it almost sounds like she's "testing" you to see if she can make you react.
Some budgies will bite to show dominance.

The good thing is that she isn't really biting too hard and hasn't acted aggressively when doing so.
