I have been a reader of the forums for a bit, but this my first post. I have recently purchased a second budgie from a local breeder and I have him in quarantine, and that is where the issues starts.
I live an in apartment so I have my new budgie quarantined in my room, it has been about a week now. My new budgie (still nameless, but referred to as 'Little Man') has started to adjust, he is eating and drinking. My budgies can hear each other, even with music on in both rooms and I think it is stressing Little Man out. I can also see it in Larry's behavior as well(but he is used to being a sole budgie and he gets to come out an fly around).
So I guess my concern is this, after a week Little Man will still only either perch stiff as a board on a perch, hide in a corner or (the vast majority of the time) he is clamouring around the cage, frantically try to get out to get to Larry. I'm afraid he might hurt himself or exhaust himself to the point of injury.
Does anyone have any advice? Is this causing Little Man long term mental harm? Will he eventually calm down, even though he will always be able to hear Larry? Little Man is so beautiful and lively, I'm worried I might be causing irreparable harm to our relationship, or that we may never build one.

it's perfectly normal for a budgie that can hear other birds get excited about it and also for any new bird (solo or not) to also be very agitated and run up and down a lot in a new home.
So don't fret about causing any damage to the little man. Try and stay relaxed so he doesn't pick up any stressed vibes from you. And just remember to take it slowly.
I would simply follow the steps to bond with him as you would with any other bird. He's still settling down and will eventually calm down.
In the meantime, perhaps have a look at some foraging toys you can make for him to distract him for a while.
I guess I am just a little spoiled, because my first budgie Larry was flying out of his cage to come see me after like 10 days, I guess I got lucky with him. I do have a a few different types of toys in Little Man's cage, a plastic one with a bell, a shredder and a wooden one, but I don't think he has even noticed them! So i will try a foraging toy as you have suggested.
As an update, for the first time today Little Man stood still long enough to eat some millet I was holding through his cage bars.

You've been given great advice. With time, your budgie will settle in. They're both adorable!

Thank you for the welcome! I have definitely read a ton of the stickies and threads here which is likely why I haven't posted sooner, most of my questions have been answered already! So thank you and this awesome community for everything you do! That being said I will make sure to stay active and give updates now that I have joined the fray! =]
As an update on as of yet unnamed Little Man, he has calmed down some, will eat millet I hold in the cage, and has even climed up on my hand a couple of times. That being said he still gets agitated when he can hear Larry and does a lot of pacing, but it seems like slow progress! Also I was able to get a slightly better picture of Little Man:
