I have a male budgie (11 month old) that started to bite me suddently.
Never had an issue with it before because it was me that raised him since he left the the nestbox He is otherwise a very tame budgie which can speak
and making some funny noises like pew pew and beatboxing and endless talking :-)
He started to bite my fingers and lips which hurts (sometime bleeding)
Last month i bought a female budgie because he was lonely budgie. They're bonded (feeding, kisses etc)
He listening to me about 4-5 minuts in lip height and then he grabbing my lips!
Sometime i think I'm annoying him by kissing, lol. Could it be the reason?
In addition to the information StarlingWings has provided, the "kissing" of your budgie may well be annoying to him. He may perceive that you are invading his personal space. I would suggest you refrain from that behavior with him.
As you now have a male and female, it is very important you do everything necessary to discourage breeding.
As budgies that are bonded to a human, consider and treat you as another (up to now dominant "bird), it's possible that his responses (related to the presence of this new female) suggest that you might be moving down a "peg" in the pecking order...putting you in a more subordinate status. He's bonding more closely to his new friend and he may consider you "competition".
