Default Plucked feather

This morning, I saw that my budgie pluck her feather out of her wing, but I decided to hold it off in till I got home from school. Once I got home I saw that there are no another feathers she purposely pulled from her wing. She’s also growing back her feathers after her first molting, so she could just be stressed. Should I be a little concerned even if she only plucked a feather?

(Her wings are clipped)

Your budgie pulled the feather out because she is molting and that feather needed to come out for the new one to replace it.

What are is the feather laying on in the picture?
The best thing to use for cage liners would be newspaper, white paper towels, craft paper or butcher paper.
