I'm sorry your poor budgie is going through this. If there are no avian vets in your area, are there any vets that specialise in exotic or small animals? If not, there are avian vets who can provide advice online, or I'd ring around your normal local vets and see if they know anything at all about birds and can help.

Keep your budgie nice and warm and keep her as comfortable as possible and I would try one of these online vets for some advice (Google 'online avian veterinary' and a heap of options should come up). If her breathing is affected you can take her into the bathroom and run the hot water to let it get steamy and that'll help to clear her airways. Someone with more experience than myself should be along shortly and I'm sure they'll be able to offer you some other suggestions.

I’m so sorry to say this Adam, but this bird seems to be in a very poor state .
If she was perfectly fine before falling, then this sounds as though she may have had a stroke.
Blingy has given you good advice regarding vets and all you can do at present, is try to make her as comfortable as possible.
Unless she’s usually very happy to be handled, I’d place her on the face cloth inside her cage (or smaller cage if you have one) and cover the top, back and sides to help her feel less stressed. Sit beside her, talking softly.

If she does recover a little and begins to move, then you could make up some guardian angel solution and place some millet soaked in it, beside her.

Iím truly sorry Adam, it hurts so very much.
Have a good cry. Hold and stroke her little body.
It sounds as though she had a very happy life with you and was blessed that when her time came to go, it was swift and you were there to comfort her.
