Default Should I put them in a smaller cage?

My two are very young and are in a big flight cage. Its been almost 3 weeks and they still huddle in the corner when I come in the room. Its very disheartening. They get all panicky when I change the food and water still if I move even the slightest bit fast. I wonder if I put them in a smaller cage that I can move from room to room with me they will tame faster. I have to consider the cat though, he is going to be wanting them in a little cage so will have to be super careful.
The only time they get chirpy is if I play budgie sounds on the computer and leave the room.

No, I don't recommend putting them in a smaller cage.
Keep them in a room where the cat never has access!
Make a point to spend a good portion of your day in the room with the budgies.
You will need to sit next to their cage and sing, read or talk to them for 10 - 15 minutes at least three to four times a day if you want to help them learn to trust you.

Exactly how large is the cage the budgies are in currently?
Length x Width x Height

Are you playing music or the TV for them when you aren't in the room with them?
I would stop playing the budgie sounds at this time - playing those sounds at this time is simply confusing them as they don't know where those birds are and want to be with them.

Hi Celia, Deborah gave some good advice above. I agree, a smaller cage is not the answer. With consistency over time, they will start to come around and not get so panicky.

Thanks for the answers. I think the cage is 32x 21x 36, something like that. Its the HQ flight cage.. Yesterday I took the cover off completely and they seemed much happier. Ive kept the back and one side of the cage covered thinking it would make them feel more protected but I think it may have made them more freaked out.. I will stop the budgie sounds and start playing the music or something.They are in my office/craft room so I go in there several times a day and always stop to chat, though not for 15 minutes. I dont need them to be hand tame, just tame enough to be happy and not scared all the time. Also I do have another bird, I have a greencheek that is almost always on my shoulder. Ive had her for 10 years now. I was hoping if they saw her being happy on me they would get the idea I wasnt bad...A plus is they are eating the finely grated carrot and thin shredded kale I put on top of their seed..
