Default Female Budgie behavior problems

Ok so I got two new budgies over a month ago now and they are doing great except the thing their cage stands on has cupboards underneath. It's hard to explain so I might attach photos to this but anyways that probably seems like not much of an issue but it is especially to my female budgie. She loves going on the table that holds their cage but then she saw the cupboards and the cupboards have holes in them and they look like a nest to her! She used to always try and get in their and recently she almost managed to. After that we blocked it up so she can't get in but now she seems really weird. All she does now when she gets out of the cage is go over and try to get in and if she can't she gets really stressed out(she breathes through her mouth and stuff like that)and jumps off the cage onto the floor. She always used to jump off the cage but not this often and definately not because she can't get in! I'm worried about how stressed this is making her and if she will start laying eggs now or maybe even become depressed. They are my first ever birds so sorry if I'm overreacting.

I'd move the cage off that stand onto a stand of a different type.
Set the cage on a different piece of furniture until you find a better stand option.
That's the easiest "fix" to your problem.
Sell the stand you have now and find something better suited for the needs.

Make sure there is nothing in the cage that can be used as a nesting site.
Limit the amount of protein in her diet and reduce her daylight hours to no more than 8 hours per day.
Ensure you supervise her continuously whenever she has out-of-cage time.
