Default Panting after flight

My female budgie has had her wings clipped for most of her short life but she’s gone through a molt recently and her flight feathers are growing back in. She has never been flighted because the breeder clipped all the babies wings before they went to their new homes. She had been trying to learn to fly lately but has struggled with it significantly. She sometimes hits the floor quite hard once she becomes tired and she pants a lot. I am wondering if she will ever be able to fly properly? Or is it too late for her to learn? Sorry for asking so many questions I just haven’t been able to find any stickies or articles over the subject? (P.S she is seven months old)

She will eventually develop the ability to fly. She needs to develop her muscles as well as having her flight feathers grow in. Her panting is most likely due to her overexerting herself by trying to fly, and maybe a bit of nervousness over it, just as if you tried to run a marathon without the proper conditioning, you could not do it.
I would not let her out of the cage without constant supervision, when you see her beginning to fall offer her a perch to grab onto before she falls to the floor. This will require quick action on your part and may not be easy, will she step up for you onto a perch under other conditions?

she’s usually pretty good at catching herself if she’s about to fall but every now and then she’ll try to fly and not be able to find somewhere to perch (there are plenty of places I think she might just panic a bit) and just drops to the ground. I’ll do my best to help her out though. Thank you for the advise!
