I need help encouragind Daisy to play.. She will not touch toys and when I have her out of her cage she doesnt even want to explore.. she either wants to sit on my shoulder or be on the back of the couch, just sitting.

It sounds like Daisy is just in her comfort zone right now. Also, you can encourage her gently by adding additional toys of various types and textures. She might not find whatever material your toys are, appealing.

If you have a playstand, or can get one, it might be nice. Fasten millet or a treat Daisy finds tasty, and show it to her. But don’t force her. She will most likely explore in her own due time. Just because you feel she ‘needs to’, she might not agree at this time.

I agree with Julie, you just have to let them explore at their own pace. None of my current birds are interested in any toys unless they can shred it, once in a while one of them might ding a bell but that's it. Have you tried any kabobs like the ones in this link

Sometimes you have to show a budgie how to play with a toy before it will show any interest in it.

If the toy has a bell, ring the bell and make excited noises when you do so. If it has something that spins, spin the part and make excited noises when you do so... etc.
