Question foot biting

Today I was in my room watching my new birds. They have a coconut toy in their cage and they where both in it. I could not tell what they where doing but It kind of looked like wrestling. When I got closer to check it out I saw one of them had its beak around the others legs and was pulling on it. I can't tell if it was playing, fighting or something else.
Does anyone know why they are doing this?
I also think they squabble a lot so that might be part of it.

remove the coconut toy. It's not good for budgies as it promotes breeding behaviour and/or territorial issues.

So the problem is this the cage them came in and it the main and one of the only toys in the cage and I've put other toys in the cage but my birds wont use them.

You need to remove the coconut toy immediately. Coconut toys are never recommended for use with budgies as they will promote breeding behaviors which can include aggression and becoming territorial.

I recommend you read the information in the attached link and find some good shredding toys for your birds.
