Default Is panting and not playing normal for new budgie after 2 weeks?

Hi. Would love your thoughts... We brought home a hand raised budgie two weeks ago. It's now about 10 -11 weeks old. It still barely ever moves from one spot in the cage. When it sits on our finger, it always pants a lot and doesn't move the entire time. Is this normal behavior? If it's still just going thought an adjustment period, how long does this usually take? Thank you.

In the first few weeks the bird is just getting used to it's new home and it is best just to talk quietly to the bird while sitting by the cage so he/she can get used to your presence and new home. If you have had your hands in the cage in an effort to get the the bird to step up or if you have been handling the bird, that could cause a set back in the bird's behavior. Because the bird is uncomfortable initially in it's new home it may be submissive because it is terrified. That fact that it is panting and motionless does indicate that it is quite frightened. How many people are trying to interact with the bird and do you have other pets in the house, if so what are they?
