Depending on when the hen starts full incubation it can take 18 - 21 days on average for the first egg to hatch. For the remaining eggs on the clutch they will usually hatch on the 18th -19th day.

How is your egg bound female doing?

She is doing great. She is much active now and got her appetite back!

As for the other budgie Tomorrow will be the 21st day of her incubation, lets see what goes on

That's good to know! Since she had problems in passing the egg, it would be wise no not let her lay more eggs. I hope by now that she is on a separate cage with no nest box (nor any other nesting areas). She needs a long rest from egg laying to get her full strength back and to give her the time to build the calcium level up.

It's still early days for your other female, so you can still get a few chicks from her even if the first couple of eggs aren't viable.
