I wonder if this cute toy is safe for budgies

The chain that it is hanging from is not the safest. While it's not common, budgies have gotten their beaks caught in chain like that and been badly injured.

Also, the way the wires come together at top looks to be potentially dangerous. When the wires converge like that, it's possible for the budgies to get a foot in there, pull upwards, and then be caught because the opening is now too narrow for them to remove it. (If they would calmly slide their foot back down, all would be fine, but if they feel caught they can panic.)

I would be worried about the budgies getting their feet stuck in the cage. Probably best to avoid this toy.

In terms of recommending the toy, I have to agree with the comments about the converging bars and chain, (though I do feel a bit of a hypocrite as I have recently purchased a similar toy - Though just gave it under supervision before tweaking).

A better option may be something like this:

You could replace the chain with a leather strip or paper rope (Found with bird toy making parts), they are really useful bits to have in, to help adapt toys to make them safer, as well as creating your own. :)

Even the toy on amazon has issues. Our birds have enjoyed pulling the paper threads and scattering them all over their home cage for more than 10 years.
This totals several hundred budgies and other grass parakeets. Yes, the potentials are present, and we only place them in supervised cages. Our little guys love to play with this toy and we have had "0" problems. I would not put it in a nest box cage or a large walk in flight, It is so worth the giggles and laughs while watching the adventures. I would suggest an alternative. Place the toy in the cage only when a responsible adult is available and then remove the toy and shredded paper until the next time. This will also keep the toy as a fresh experience. For us, this toy has brought many happy hours sharing with our budgies.
