Indeed you have two lovely females there.
The budgie on the left has a mainly whitish cere with a bit of faint light bluish colour on the edges, this indicates that she is currently out of breeding condition. Your other budgie is exhibiting the dark brown colour on her cere and this tells you that she is currently in breeding condition.
It's normal for females to come into and get out of breeding condition throughout their lives, and now you are better aware of the differences.
From that photo, I see they are perched on what it seems a coconut toy.
Since you have two females, and in order to not trigger broodiness which can lead to unwanted egg laying, it's best for you to remove any hiding areas (nest boxes) or anything that your budgies can potentially use as a nest.
The coconut toy in this case should be removed from the cage and replaced by a different type of toy.
