My friend recomended me to register to this forum, so I can determine gender and possibly age of my budgie Toby.

Toby looks like a handsome boy to me, although I am no expert.

Toby is a handsome boy, has his adult forehead and throat spots. Eyes still look dark so he's young but not a baby.

Hi! to Talk Budgies

Toby is a little male and I would guess he is a minimum of 6 months old.
What happened to his tail?
His feathers look pretty raggedy on the end which can happen when a bird is kept in a cage that is too small.

Please keep in mind that budgies need a large cage.
The very minimum recommended size cage for one budgie is 18"L x 18"W x 18" H. Bigger than that is always better -- just be sure the spacing between the bars is no more than 1/2".

Thank you all for responding.

I just bought him recently, and he was kept in cage with 30 other budgies in pet store.

I guess that's why his tail looks weird.

Can this be fixed, I mean will his tail grow back to normal size, or this is permanent damage?

My cage is: 38 cm (15") in height, 28 cm (11") in width, and 21 cm (8.5") in depth.

That is standard cage that they sell in my local pet shops here in Bosnia.

Try to find a larger cage on-line.
The one you have is only big enough to use as a hospital or travel cage.

Yes, if you put your budgie in a larger cage, when he molts he will grow in new feathers that will replace the raggedy one.

Be sure you feed him a very healthy diet!
