Your budgie is a female and unfortunately she has an advanced case of mites.
Given its progression, it would be best to have her seen by an avian vet specialist, so that she is prescribed with the correct dosage of treatment.
Most likely the vet will give you an Ivermectin based spot on treatment where you apply a drop of the product onto the back of neck and directly into the skin.
After each treatment, it's recommended to wash and disinfect the whole cage and accessories, including perches, toys, food/water containers, etc.
If you have other budgies or pet birds that have come into contact with her, they will also need to be treated.
