I'm sorry to hear your budgie is sick and from your description it really seems he is in need of an emergency appointment at the vet's.
Till you get him professional help, you can keep him warm by placing a warm fleece blanket over the cage. You can also place a warm water bottle under the cage and covering half the bottom of the cage, so that your budgie can move away from the heat if needed.
You can offer him spray millet soaked in electrolyte (Pedialyte) to try and give him a little boost.
If he is tame, you can gently clean up his vent area from the poop build up with a cotton bud soaked in lukewarm water.

Where do you live, if you don't mind my asking? Have you tried looking online for avian or exotic vets around your area of residence?

Given your budgie's current state, this is an emergency situation and you need to take him to a vet, even if the emergency vet is out of town.

I'm wishing you the very best of luck with your budgie and I hope his condition will improve soon and he gets back his health.

I'm sorry for your bird. Ana has given the best possible advice for your bird in addition to Deb providing all the helpful links for locating vets. Keep her warm and hydrated...which is the most important. His head feathers are 'standing' which could possibly mean that he has vomited. Feed him pedialytes and electrolytes to keep up his strength.
Good luck and keep us informed.

He definitely needs urgent avian care, it does sound like he is vomiting, his vent needs to be cleaned and try to keep his water and food dishes clean as possible. when you go to the vet take some kitchen paper that has been in the bottom of his cage to show droppings. Keep him extra warm, please let us know how he is soon.

Do you have spray millet for him?

If so, you can soak it in a solution made from this recipe and give it to him.
Homemade Pedialyte (Electrolyte) Recipe
cup hot water
3 cups water
2 Tablespoons honey (or sugar if you have no honey)
teaspoon salt
Optional: 2 Tablespoons Orange or Apple Juice

Mix the honey and salt with the hot water until dissolved
Add the room temperature water and juice and let cool to room temperature before using.
The millet spray soaked in the electrolyte solution will help give him a little energy and hopefully increase his desire to eat and drink.

Sorry that your budgie is ill. Nothing I can add to the great advice your friends here have given, prayers for your bird's recovery...
