I can see the slight irritation on the affected area. Do you happen to know how this was caused?
There are a few possibilities such as more of a rough landing where your budgie could have scraped part of the skin on the ankle area.
If you have another budgie, he could have been bitten on the foot during a fight or even an insect/bug might have done that. For example, mosquitoes are able to bite the foot area and eyes (eyelids to be more precise when the budgies are sleeping) which are about the only areas of exposed skin.
The area itself doesn't look too bad to me and it should heal well in a few days' time.
You can apply an aloe vera based balm to soothe the area. If your budgie is feeling a lot of discomfort on the area and you see him picking at the foot, then booking him an appointment at the avian vet would be a good idea.
