It is very important you have your budgie examined and diagnosed by an Avian Vet as soon as possible. The behavior you are describing is not normal and the bird needs professional attention.
Avian Vets have special training to determine the cause of symptoms resulting from illness or trauma. This is important as "regular" vets will often overlook symptoms that are quickly obvious to an Avian Vet.
When you rely on anyone who has not had training in Avian diagnosis and care, you may be delaying effective treatment. This can prolong suffering that may be avoidable.
The bird will often require a more intense, prolonged treatment with a poorer chance of full recover than it would have if you seek prompt professional diagnosis and treatment at the first sign of illness.

Welcome to the forum, though I'm sorry you're starting out on such an urgent note! How recently did you get the budgie, and how long has it been having this problem? Did the place you got it from offer any sort of health guarantee? The store I got my budgies from offered a 30 day guarantee, during which they'd pay for any vet bills that came up due to any health issues. If you don't know whether or not they offer anything like that, I would get ahold of them to ask. Regardless of whether they do or do not have any guarantee, the budgie sounds like it definitely needs medical attention from a qualified avian veterinarian as quickly as possible.
That definitely isn't the normal behavior of a healthy budgie. I would take him to an avian vet ASAP. It would also be worth calling the shop to see if they have any sort of guarantee, but the vet visit is absolutely a must, especially since this has been going on for so long.
