Welcome to the forums!

I'm sorry your budgie has injured her eye. Looking at her it really seems that the injury was caused by another bird and the red stains on the feathers surrounding the eye area are likely traces of blood. It seems the bottom part of the eyelid was injured and fortunately the inside part of her eye doesn't seem to have been affected.
If your budgie is showing discomfort on the area, you can carefully wash her eye with a couple of drops of sterile saline solution as this will give her some relief.
Since this seems like an injury caused by a fight and the eye area isn't that bad in shape, it should heal very well on its own.
I notice her beak also seems to be cracked and this could also have been from the result of a fight.

How many budgies do you have? Is this budgie housed with other species of pet birds?

It's very important that you carefully watch your budgies for signs of fighting and to house each attacker budgie(s) on a different cage.

For this budgie's safety and welfare, you can also house her separately in order to keep her from harm. Still you will need to identify the bird(s) who are involved in vicious fightings and to separate them to different cages in order to avoid bloodshed and tragedy.

I'm wishing your budgie girl a steady and full recovery.

aluz's advice is perfect and we will be waiting to hear from you with regard to the types and number of birds you have in the cage with her.

Additionally, it would be helpful if you could provide the size of the cage you have her housed in.

I'm wishing her a full and speedy recovery from the injury.
