Welcome to the forums,

A lot may have happened to her and you will likely have better answers to your questions by directly asking your cousin.
Is your cousin experienced in taking care of pet birds? If not then lack of proper care has most likely led to your budgie's current condition, she may be sick in addition to possibly being traumatized, since you mention she's afraid of sounds.

Given the abrupt change on your budgie's behaviour and the fact that she is showing signs of lethargy (always sleeping), it would be best to have her seen by an avian vet specialist or at the very least an exotics vet or vet experienced with birds. I understand from your location that it may be more difficult to find a good professional.

For now and until you are able to find medical attention, you can keep your budgie warm by covering the cage on 3 sides and having some soothing music on low volume. This will hopefully decrease her stress levels and make her feel less jumpy.
If you have spray millet in hand, you can soak in electrolyte solution and if not you can add the solution to your budgie's drinking water.
That would hopefully give her a boost and open up her appetite, this link has detailed information: https://talkbudgies.com/your-budgies-...te-recipe.html
You can also offer her some egg food (by hard boiling an egg, mashing it all up and place it on a bowl) as this is highly nutritious and a good supplement to give to sick and convalescent birds.

Hi! to Talk Budgies

I know it is challenging to find vets that will treat birds in your area, yet I found the one below by doing a simple google-search.

Pet Vet

Address: 20 El Horeya St. Heliopolis, Cairo-Egypt.
Phone : +2 02/2417 0494
E-mail : [email protected]

I would recommend you take your budgie to the listed clinic for a proper diagnosis and treatment plan.

Vets experienced in treating birds have special training to determine the cause of symptoms resulting from illness or trauma. This is important as "regular" vets will often overlook symptoms that are quickly obvious to a vet with Avian experience.
When you rely on anyone who has not had training in Avian diagnosis and care, you may be delaying effective treatment. This can prolong suffering that may be avoidable.
The bird will often require a more intense, prolonged treatment with a poorer chance of full recovery than it would have if you seek prompt professional diagnosis and treatment at the first sign of illness.

Please take the time to read through all of the How To Guides, the FAQs and the stickies located at the top of each section of the forum.

You'll find most of your basic questions about budgies and caring for them will have been answered after you've read through all of them.

That's quite odd since the website shows birds in some of the pictures.
Perhaps you should try calling again and ask specifically to talk to the vet and ask them for help.

You can also try contacting an on-line vet for assistance:

I'm very sorry your budgie's condition has gotten worse...
Unfortunately there is only so much we can do and we have provided you with advice on this thread here: https://talkbudgies.com/your-budgies-...dgie-care.html

You can follow the recommendations there and if your budgie is not ingesting any food, then you will have to get hand feeding formula and a couple of syringes asap to hand feed her in hopes that she will get the much needed nourishment that would prevent her from reaching the point of no return.

Given how serious your budgie's condition is, she really could use the professional assistance of an avian/exotics vet.

I'm sorry your budgie is so ill and your country doesn't have the resources necessary to give these pets the best care.

At this time, there is nothing more anyone on the forum can do to help you.

Did you call any of the on-line vets for assistance as was recommended?
