Stephanie,

You'll need to do a google-search for budgie breeders in your area.
In all probability, breeders will be selling their birds for substantially more than the amount you specified unless they are breeding for "quantity" rather than ethically breeding for quality, health and well-being of both the parents and the chicks.

Some questions to ask would include:

What type conditioning diet does the breeder feed the parents?
How often does the breeder breed a hen before resting it?
Does the breeder have parent-raised chicks or hand-fed chicks?
How old are each of the parents?
Date chick hatched and how long it has been weaned?
What foods is the chick currently eating?

Remember, if you do get another budgie, you will need to quarantine the new bird(s) for 4-6 weeks.
Quarantine means housing your new bird in a different cage in a different room as far away as possible from the room your current bird(s) is in for a period of 4-6 weeks.

Budgies mask symptoms when they are ill. Symptoms may not show up for over two weeks. Often you will not even realize your bird is not well. Many budgie illnesses are airborne which is why you need to quarantine your new bird in a completely different room.

Stephanie,

I misread your first post and apologize. I didn't realize you've already found a breeder selling budgies for that amount.

I'm assuming the budgies this particular breeder has are the American/Pet/Wild type budgies?

Where does the pet shop you are referring to get their budgies?
Is it a small individually owned shop or one of the big-box pet-stores?

Many pet stores purchase their birds from "birdy-mills" so please be aware of that and ask the shop owners about which breeders they purchase from and if they are aware of that breeder's breeding practices.

That's okay! I live in newfoudnad Canada and my pet shop gets theirs from Ontario Canada.

Do you buy yours for a breeder or a pet store?

Personally, I like to buy my budgies from a breeder, though I have purchased birds from local pet stores as well. Going directly through the breeder allows you to see first hand the conditions that the chicks are being bred and birds are being housed. Cleanliness of the aviary and breeding areas are a big indicator for me. Not only does it tell me how much time the breeder is spending with the birds, a spotless avairy takes time and dedication. It also will show if fresh food is given regularly and seeing how easy the birds are to catch indicate how much time is spent socialising the bird to humans. I also feel that breeder birds are not placed under the same stress as pet store birds. Less stress means a healthier bird

In saying that, the birds I have purchased from the pet store have become wonderful pets also. If you have a good relationship with the pet store, and they the breeders that supply their birds, then it can be a viable option.

Good luck, and hopefully you find a lovely new friend soon.

I agree with Li.

Given the option, I prefer to buy from a breeder as well.

However, if one has a good relationship with an individually owned pet store and the owner has a good relationship with the breeder then I believe it appropriate to consider that as an alternative.

People who do not breed recessive pied often have trouble telling the male from female. This is because in most mutations by 6 months the males cere would have turned a nice blue in colour. This is not the case however in recessive pieds. The male retain a pinky coloured cere where as the females take on the typical brown cere of a female. I am pretty sure yours is a male, given his age, the lack of white rings around the nostrils and the lovely even pinky colour.
