Default Budgie Nervous about everything

I have had my Budgie MrBlue for almost 2 years now. And he or she, is still nervous about everything. Blue is nervous around people, he will sometime hop onto my hand for a second but immediately jump off. He doesn't ever seem to be puffed up unless there is nobody around and he is playing with his mirror. He is scared of any object no matter how small when I try to give him a treat like some fruit he is scared of it and will spaz around his cage. He will only eat millet. He eats out of my hand just fine and I can pet him sometimes, but always has his feathers tight and never looks relaxed. It's been even worse since his friend Quill died a few months ago. He is also very hunched most of the time even when nothing is over his head.

Some budgies are flighty and nervous. I would say Blue just wants everything to be in order all the time, so he gets nervous when a new thing is offered to him. If you spend a few minutes every day talking to him softly, not moving very much, this might help him to be calm. If not, then I would just be sure nothing is upsetting him (he may be worse after his friend died) and continue to maintain a relatively constant environment. Oh the poor little one, he indeed will b saddened by the disappearance of his mate have you thought of getting another budgie for him to have as company? Especially if you have to be away from home a lot and he is left alone. Cover his cage on three sides this helps them feel safer, leave a radio or tv on when you are not home silence is a sign of danger to budgies. Try to interact with him as much as possible by this I mean when you walk past him talk and sing, or tell him how pretty he is. Is his cage in an area where it gets a lot of interaction from people?
