Default Is she building a nest...?

I have a young hen named Calypso. She is about 3.5 months old. For the past couple days, she has been spending a lot of time underneath her water dish (it is hanging from from the side of the cage). I noticed today that she had been pulling up pieces of the newspaper that is underneath the grate in her cage. Is she trying to build a nest? And why is she doing this?

I Would think that is a little young yet to be building a nest. She may still be a little nervous in her environment and under the water dish may feel more enclosed and safe for her so she likes spending time here. Is your cage quite exposed?
My budgie loves shredded paper, pulling it out from gaps is a super fun game! Usually then chucking it on the floor is hilarious fun! Any chance she is just playing with and chewing the paper for fun?

Two of the walls of her cage are covered....should it be more?

My guess is that she's under the food dish simply because it's a "safe and cozy" place to be.

Some budgies simply love shredding things.

Could you post a picture of her cage set up?
Seeing it would make it easier for members to give you their thoughts on the matter.
