Default Scruffy joey will not bath

Can anyone tell me how I get him to have a bath!
He is white and pale blue lacewing and looks really dirty and scruffy
I have tried putting his bath that attaches to the cage on for him.
A slow running tap, I cup my hands in a bath for him and anything I do he puffs up his feathers, has a drink then flies off..
Is this unhealthy for him will he get ill if he doesn't bath .. I always make the water luke warm, the water is not freezing cold or anything, he is extremely tame and friendly and playful.
Does anyone have any ideas

I haven't heard of a bird getting ill from not bathing. Just scruffy.

For the mist bath, aim above his head so the mist falls down like rain. Did you put the bird bath in the cage and leave it, or do you just offer the bath and then remove it if he isn't interested? Some birds just take their own sweet time- mine had the bath in her cage for more than a week (I changed the water every day but left it in all the time) before I caught her doing more than poking the water with her beak. You could also try offering wet lettuce or other greens, some budgies like to get wet by rubbing/brushing up against wet leaves. If Joey likes veggies you could also try putting some in the water to encourage him to get in and check it out.

My Sammy was the same until he was about 8 months old. He hated everything. Eventually, he got interested in bathing in the running faucet (although now he's getting a bit of a warm mist since he's got a horrible molt going on!).

I've also heard that putting a mirror under a budgie bath will get them interested. Just make sure that the water is very shallow so they don't try to find the other budgie!

Thank you for all the advise there are some interesting Ideas..
I'm happy that it isn't a health issue and just the fact I now have a white budgie with a dirty brown face and tail and wings!
I tried the lovely warm mist bath. One little mist and he flew off, he is very tame so he doesn't get affected by me keep trying to give him a little mist, he thinks it is a game! as soon as I pick the misting bottle up he flies away I go over to where he has landed he steps on my finger I go to mist and he's off again, he even lands on my back between the shoulders so he knows I can't get him )
I put the mist bottle down and he goes on my shoulder, I'm glad he can't laugh because he would laugh at me he thinks it's a new game.
When I put his bath onto the cage door I put warm water in there and only leave it there for about an hour, he just uses it to have a drink,
But the mirror and toy idea I will try and also leaving the bath there longer, I normally take it away as the water goes cold. I will try the lettuce idea. I will try again tomorrow.

I spray my budgies... and at first they hated it, but now they all love it, and run underneath the mist to get soaked.

My 2 birds are very interested in water, they tried bath in their water bottle several times now but they dont get how to bath in the big bowl with water I put for them. So I mist them with a water spray bottle. They don't like being sprayed but they really like becoming wet if that makes any sense . Its important to "mist" them from time to time (in our case every 2 day or so) especially if you have dry air. Just make sure its not cold inside and no air from a window and not to spray when its around bed time for him. And the good thing if he does not like being sprayed is that he wont associate the "unpleasantness" with your hands.
