Aw, he's shy!
He'll come around sooner or later! None of my budgies talk - the one that spends most time with me can't hear and only makes entirely uncoordinated accidental sounds now and then, and the one that's really got a talent for mimicing has learned to meow and bark from the parrots (we don't have cats or dogs, but they used to live with some), but has no interest in talking. My big girl, however, took quite some time to get around to talk in front of people - let alone sitting on someone's shoulder - and for a long time was mostly chattering away when she and Simon were alone.
Just give him time to get comfortable with his new skill!

When I'm not nearby, Russell says "what are you doing?" And "pretty, pretty, pretty bird". But when my husband and son are home, he only chirps and warbles. He will stop saying it if I come too close. My Parrotlet used to be a closet talker, but now he will talk balk to me. Give it some time. It might be that he wants to practice for a while in private.

My Sammy also talks a lot more when I'm not paying direct attention to him. He likes to talk to inanimate objects like the corner of the refrigerator door (from outside!) and his toys

But now he'll talk to me when I mimic what he's saying - I think it's supposed to be the other way around! haha

I put on videos of other budgies talking and it helped a lot for him to develop his voice. Perhaps it would work for Sky!

When you hear him say it, try calling 'pretty bird' back to him and see what he does. My bird gets excited and keeps talking if I keep repeating what he says, even if I'm in the other room.
