Hi and to Talk Budgies!

The minimum recommended size cage for one budgie is 18x18x18 but the bigger the cage, the better off the budgie will be. I'd suggest saving up and getting a larger cage for your little and keep the current cage as a travel cage/hospital cage.

Generally, it is recommended you don't try to touch your budgie or start working on "taming" until he's had a couple of weeks to settle into his new environment.

To build your budgie’s trust, sit by his cage and read, talk or sing quietly to him for a period of at least 10-15 minutes, 3 or 4 times day. After the 2nd or 3rd day, rest your hand on the outside of the cage when you talk to him so he'll learn that your hand is safe and will not hurt him.

After a week, rest your hand inside the cage when you talk.
Don’t make sudden moves, don’t try to touch him.
Let him get used to the idea that the hand is now in his safe place and not harming him.
After 2 weeks, begin moving your hand slowly toward the budgie and begin your taming and bonding sessions.

The behaviors your budgie is exhibiting are quite normal for a very young bird. He's a cutie!!

I don't think I would worry about him doing this, our two have a hanging perspex ladder that they get stuck into, throwing it around all the time

When choosing a new cage, remember that a longer cage is better than a taller cage, as birds fly horizontally!

As for the muffins, do you know what brand they are? If they are sweet honey treats, I would offer them very sparingly, like after an exemplary training session or a long trip to the vet, to make sure your bird maintains healthy eating habits.

Hello and welcome to TB. Your little budgie is indeed very young and showing what a budgie temper tantrum is like sort of.
As explained by FaeryBee budgies are very scared and stressed when they first come home to their forever home. They need to be kept in a secure and safe cage . cover his cage on three sides with a blanket this helps them feel safe. As he has had out of cage time he wants out, this is why he is acting the way he is and trying to get out. Young budgies love to dig in the food dish most of them grow out of it . Read through the links Deb provided they will help a lot.
