Default Budgie in season again or just happy to see me?

Hello, I have a question. I recently had gone out of town for about 5 days and had to leave my 2 and 1/2yr old budgie at home. When I came back she was angry with me like she normally is when I leave for a weekend or so. I greeted her and she bit my fingers a little before she got chipper again and happy that I was back yesterday night.

But today as soon as I got her out of her cage, she was perched on my finger, and got fluffy and squated the took a nasty poo and then kept bobbing her tail and stayed fluffy and kept coming up to me trying to give me kisses.
She is generally just being super clingy right now, and not wanting to not be on my hand or near me. She also keeps making a little elongated "meeeerrp" sound.

So I am wondering if she is just happy to see me or if I have to start taking precautions to make sure she doesn't lay eggs. She's a lone bird and laid four eggs this past December.

Well, it's possible she may be getting ready to lay again since you said she already has. To discourage this, make sure she has limited sunshine hours, a dynamic cage environment, and limited protein-rich foods to discourage laying.

However, after I left my little girl, she was super clingy for a few days, and once she realized I wasn't going anywhere soon she settled down again.
If you notice she has "egg bum" or exhibiting nesting behavior, keep an eye on her for eggs.
However, egg binding is a very real problem, so if you do think she's going to lay, keep her on calcium-rich foods.

Since your budgie is a long budgie and laid 4 eggs in December, she should be given both Calcium (Calciboost) and Vitamin D (Soluvite D) supplements.

From the pictures it does look as if she is coming into condition.

It's hard to judge whether her behavior is because she's happy to see you or something else.
I think you are going to have to give it a day or so and see how things play out.
