I have one that I allow my lovebird Peachy to play with on occasion.
He likes to "fight" with it!

In general, I don't recommend giving a toy that looks like a budgie to a budgie as the bird will sometimes become obsessed with the toy thinking it's real and spend all of his time talking to it, feeding it and trying to mate with it.

Oh boy.
I gave my old George something similar aaages back
He used to beat it up, especially if I touched it.
And then he'd mate with it. And he was loud about it, so everyone knew.

I think i was lucky in that he wanted my attention, and wasn't fixated on the thing
